Show up in person and have your financial ducks in a row. Explain to the salesman that you're not kicking tires, but ready to buy a bike today, assuming the price is right. Offer a number that you think is realistic - $1500+ off list on an Ultra is not unrealistic - and refuse to pay things like doc fees, inflated prep, etc. If they won't meet your price, say thanks and walk out the door to the next dealer.
A dealer usually won't do any serious dickering over the phone.
Bought my bike from the fine folks at the North Texas HD of Carrollton. They own the sister store in Corinth as well. They, as of late October would not move off of the MSRP of 2009 bikes, but did/do on remaining earlier year new bikes. They will deal with you on service agreements and 15% off accessories etc.
Been very pleased with them so far. Lots of activities for bikers that they sponsor.
+1 on the Face to Face let them know you are a serious buyer, make a serious offer and start there. As far as negotiation it depends from dealer to dealer some do some don't.
