Idle air control (iac)

I can't say i'm a harley tech but I do have some experience with cars and from what i've seen the fuel injection setup is somewhat similar. So, first thing, any "service engine" light on? (It's usually in the speedo and is the shape of an engine)
Side note:
The IAC is modulated by the ecm and of course if you kill power to the ecm it will quit doing whatever it's doing. The ecm should have constant power (voltage even with the key off) but with the key off, it should have no reason to modulate the iac. You need to see what the ecm is seeing, to do this you need a scan tool. You may end up having to get it to a shop that has these tools.
