Need opinion on should I buy a new(Heritage),or a used? Maybe FB,and than add bags ,winshield and change the handle bar? What are the procedurs ,if I'll buy it from a private seller? (checking it?)
welcome from north carolina, if your budget lets you, I would buy new, otherwise get somebody that knows Harleys to check out any used bike you may be looking at. If the seller does not want anybody checking it out, then I would move on to another bike.

Some dealers have rental programs that let you spend a few hours riding different bikes for the day.
Regardless of what you buy you will probably make a ton of changes. You can always find a used one that is close to what you want or start from scratch, depending on your budget.
If you are considering used, be sure that you can take it to a dealer or shop to get checked out. I would even consider draining a small amount of each fluid so you can check for metal particles.
