Well, I just got off the phone with MoCo and they are getting the regional manager involved and going to sit down with the GM and Owner of Santa Maria H-D. Now its over the service managers head! Hopefully something will be done.

Welcome to the forum, Rich. Not exactly the same, but I had a similar situation with the truck on Iraq #2, and it took a call to Chevy corporate to solve it. Ended up getting fixed at a different location at no cost to me thanks to Chevy corp. Hope the MoCo will do you right. Sounds like they might. Don't rest until it's done, though, and quit fixing **** for them on your own!
