Remove Coating on Outer Lip of Stock Wagon Wheel

I have a 2001 road king that has the stock wagon wheel with grey lip and black spokes. Is there any way or product that will remove the coating from this outer lip without sanding. Looking to polish and I have tried a few trippers and they do nothing.

I`ve used aerosol clear coat stripper or lacquer thinner
You`re saying these have no effect ?
Add 0000 steel wool or scotch brite as your "rag"

Correct. Neither worked nor even had an effect.

Permatex paint stripper worked for me once well. Probably a YouTube on it somewhere.

I used "bare aluminum wheel cleaner" on an anodized primary once, it took the cleaner coat off in a sheet. You're results may vary. But the warning was correct for what I was doing.
