Front wheel install/spacers
Left to right: Thick spacer, wheel, speedometer gear, three spacers then washer, lock washer and nut.
Also how tight should the axle nut be?? If I tighten it to what I think tight is then the wheel doesnt freely spin.
First, you need to keep in mind that unless you have owned this bike since new, someone could have installed some incorrect hardware.
The spacers appear to be in correct position in the pics, except....You say there are 3 spacers between the speedometer drive and the fork?
The speedometer drive unit itself is the only spacer on that side. Before you go any farther, you need to resolve this.
The process for installing and torquing the front axle:
Leave the axle pinch bolts snug but not tight.
Torque the axle nut to 50 ft. lb. while holding the axle with a rod through the hole in the end of the axle.
Loosen the pinch bolts to allow the right fork to find its proper position on the axle, then torque the pinch bolts to 132 INCH lbs.
If the wheel still seems hard to rotate, check the brake caliper, remove it from the fork leg, then try spinning the wheel.
If the wheel is still hard to rotate with the caliper removed, you need to disassemble, remove the bearings, clean all the grease off them and set the end play.

Here is a pic of the fat end of the axle, when it is slid in and the nut torqued, the shoulder will press against the spacer:
