Default Wheel / Tire width VS Frame width

I just jumped into building up a bobber and have bought a clean title 83 Shovelhead frame that has already been hardtailed. The frame seems straight, and the welds for the the hardtail look good. The only issue is that it was build for a fairly fat rear tire and has 11 3/4" of space between the axle plates. The frame is also offset to allow for a wider tire/belt combination. I'm going to run a 5 speed softail transmission, and I know that the most important part is to have the belt line up with the transmission. My question is the hub size VS the space between the axle plates. I want to run a standard pre-99 Softail hub and sproket (1 1/2 belt) with a 2000 softail brake. The dealer I bought the frame from gave me a 2000 softail swingarm to use to donate the caliper mounting plate (cut it off and weld it on the new frame). My frame is about 1" wider then the softail swingarm. I understand how to space the hub over to allign the sprokets (and center the wheel), but I'm wondering how to allign the brake. It seems that it would be too far away from the right side of the frame. Putting spacers between the rotor and the hub doesn't seem like a good idea from an engineering standpoint... is that the way "it's done" though?
