Your OP said you just wanted to move/adjust the heel shift. You only have to remove the bolt for THAT lever, you don't have to remove them both unless you plan to adjust the toe shift as well. The bolts have to be completely removed in order to slide the levers outward towards you, and off. They come off separate, first the heel, then the toe.
If you need finer adjustments, that can be done by taking a couple more parts off and making adjustments with the threads on the shifter shaft.
Someone will correct me if I'm wrong, I have a 2013 Glide but I don't think the shifters or linkages have changed.
It is much easier to fine tune by adjusting the shifter linkage rod length. Just loosen the jam nut on each end then lengthen/shorten the linkage as needed. If you are running out of threads on the rod move the shift levers up or down one spline then readjust the rod. Ensure your levers do not contact the foot boards.
My heel shifter clears the footboard by less than 1/4" when in full shift position to ensure clean shifts. This puts it about 1 1/2" off the boards when in its normal position. It put my toe shifter just high enough I can put my boot under it if required to find neutral. I can now hit neutral with a quick tap on my heel shifter so I rarely need to get under the toe shifter anymore.
I have the same year and model and i just didn't like the heel shifter so I took it off. Then I took off the rubber heel shifter and put them both on the front. I did this because it took about a month to get the chrome spacer. I got it last week much better look and no heel shifter.

I replaced both levers with extended kuryakyn. This gives full use of the floorboards without having the levers pointed to the sky. Best mod I ever done!
