I just changed my primary fluid tonight and added exactly 38 oz. per the service manual. Unfortunately there's no dipstick for the primary. I also changed my oil, and despite what the manual says, I was good with just 3 quarts.

That is common... As long as it hits about halfway on the dipstick, you're good. Go to the full mark and you'll likely have excess blowby.
My intentions were to use Amsoil 20w-50 in the motor, Amsoil gear oil in the transmission, and Formula Plus in the primary. That's going to change. I used the gear oil in my cousin's bike last night so I'll be getting another quart of formula plus and fill the transmission and then fill the primary and hopefully it will be enough. Its not so much about the cost but, I hate opening a quart and wasting. This also makes more sense to run the Amsoil 20w-50 in all three holes.
Here's question. Currently have Syn3 in there. Planning on changing to something else, either Redline or maybe just HD Formula+.
I still have 1/2 qt of Syn3 left over from last time. Can I just put in a QT of the new fluid, and top off with the left over SYN3? Is mixing a bad thing to do?

I did the same thing, 38 oz. in the Primary (don't understand with the manual clearly saying 38 oz. so many put in 32 oz., are we all talking the same bike here?) and 3 quarts in the engine. Started it up expecting to put an extra half quart in but it was right on the money with 3 quarts.
Last week i watched the HD dealer tech do an engine, trans, and primary change. When he changed the primary he had a big container of formula plus. I asked how much he was putting in, he said i just add it until it covers the bottom of the basket.
This is the correct answer to the how much fluid goes in the primary question. No need to put a pre-measured amount in because you can see when the fluid is at the bottom of the clutch basket.
