Old post but still relevant for lots of people. I have a '14 and had moisture issues and a white film inside the factory lights when I bought it used. I gently pried the 3 lenses off and cleaned the lights inside with 91% rubbing alcohol. Used RTV to reseal them and, on the advice of others who had done the same, removed the source of the white film - the Silica packs. They were the clay type, not the round, clear beads, and leave residue.

I didn't reuse the lights in the end, I gave them to a friend who ran them on an older bike for 3 years until he passed away recently. They still looked great. I went with Sunpie lights on mine, which I absolutely love for their light output, but I will buy another set (currently $71) and replace them again this winter due to slight yellowing in the lenses 3 years in. It doesn't affect anything but I notice it and it bothers me, well worth spending a few bucks for my happiness.

Mine has always done that. It clears, no biggie.

Mine did the same thing and while it will clear up after it sits a bit, the fog in the lens while riding will diminish the light output. I replaced mine with the CD adpative headlight which is phenomenal.

I noticed the same fogging issue on the left side light on my 23 Road Glide. It did not come and go, was there all the time. Bike is about 4 months from going out of warranty.

I brought it in to nearby HD dealer and was told that Harley would PROBABLY not replace under warranty, they said they would call and see if they could get it handled. About a week later I got a phone call saying that they would cover the new headlight and they would call when part arrived. Another call a few days later to bring the bike in and the replacement was done while I waited.

And no, I did not buy the bike from said dealer.
