Yes Plasmadaddy you're right about using them on the portable devices, but now I have the latest city navigator maps on my PC, 2015.4 and have never had to hook up my zumo to plan routes. Having said that I started to use Rideplanner when the Rushmores first came out and soon got myself in a tis draggin the route where I wanted it and finding out I messed up and could'nt undo it and generally making a mess of things, but once I got my head around Basecamp it was easy to do the routes and, a bonus for plotting routes for riders with Rushmores and also one's with Zumos is you can save the same route in both GPX and GDB files for both applications. Ideal if you're a road captain preparing for the sunday ride.
But I do concur what works for one does'nt necessarily work for others, and I did say "if you had access and are familiar with Basecamp". If not, it may be easier to use Rideplanner.
With the Garmin software, Basecamp you will need to have a garmin device with the maps. Otherwise if you just downlosd Basecamp you will only have base maps, with no detail. If in Europe you would need to have a version from there. I do have a Zumo (Garmin motorcycle version) and use Basecamp to create routes for my boom nav.
Most Garmins (Nuvi) now come with lifetime maps so you can do it that way. If you do use Basecamp just save file as gpx and import into Boom Nav.
