Last year I added Vance & Hines Fuelpak FP3 and Zipper's Rushmore intake to my 2014 FLHXS. It is otherwise stock except for a set of HD Screamin' Eagle Street Cannon pipes. The headpipes are bone-stock and the CAT is still there (and will stay there based upon data from Dyno Man Bryan at V&H).
I have been keeping an eye on fuel economy and the bike consistently gets 47+ MPG mixed riding. I don't beat the bike when I ride (what's the point) but I don't ride it like a baby either. It gets its fair share of fast hard starts and aggressive corner exits. It also sees some two-up riding with my wife on the back.
I have never checked my wife's 2013 FLS but it seems to use a lot more gas than my bike yet it is quite a bit lighter. Hers makes less TQ at the bottom but makes a lot of power mid-to-top so it may have non-stock cams in it. It also has S&S intake, V&H FP3, and V&H pipes.
So far, I'm seeing high 30's but that only the first 2 tanks of fuel and during the break in period. I'm guessing it will go up after break in is complete and the 1000 mile service is done.
I too have a 2014 FLHXS, FP3, Screaming Eagle air cleaner, V&H twin slash mufflers. I did remove the cat. Ive gotten as high as 51mpg babying it to see how good I could get , that was on a two lane running 60 mph. I usually get 40-45 in mixed riding and 35-38 two up. Dont usually run the bike hard , unless Im riding with my son. He had a 2016 SGS.
