Passenger seat
Wife is too short and can't see above me. Is there a passenger seat height upgrade I can get?

On this bike she can easily see above and towards front.

That pic doesn't even look like a Harley to me.... You're comparing apples to oranges.
Even within the Harley family, the softail frames have a larger "step", or space between the driver seat & passenger pillion mounting areas than the Touring frames. So almost any 2-up seat on a Harley Softail will have a bigger step between the two, putting the passenger pillion higher than one on a touring bike like yours.
For the Harley touring models, you have less "step" or space between the driver & passenger seating areas. There is only so much room to work with on a touring frame. You may have to lower your seat a little and/or raise her seat a little to achieve the difference in heights you are looking for.
The easy way is adding a layer, as suggested by nickrat. There are several seat pads on the market. Some really add to the comfort level.
Customizing a seat through a shop like Mean City Cycles could be your answer. But be careful. Achieving the height difference you are looking for could negatively affect the comfort level of both seats.
Also, look at various seat companies to see who may exaggerate that space in their basic seat design.

I hope your wife has considered the effects of sitting "above" you all the time. My wife is 5'6", I'm 5'8"... she sits above me on my bagger, and a bit more above me on my softails... she'd rather be behind me to block wind when she chooses, and just look around me when she chooses. But everybody has their preferences.
Maybe have her try a seat pad, and see fi she likes the higher prespective as much as she thinks she will, before altering or buying a seat.
