Using a service manual and following proper torque procedure is never a bad idea.

The bolt didn`t snap because the OP used a torque wrench, it snapped because it was over torqued.

What source told you 27 ft/lb?

The reason I changed it out was when I bought the bike I discovered once I got it home that the PO or someone scraped the low side of the housing and gouged it up and the derby cover, so I wanted to make it right. Got the narrow version replacement, which takes a smaller diameter derby cover FYI. Here’s the manuals specs. I called a dealer yesterday to see if I was wrong and they told me 21-24, which as you can see isn’t for the cover but part of the tensioner. Goes to show read the manual yourself since some dealers will research and still be wrong, others won’t give a **** period. There’s also a chain roller or something with one Allen cap screw bolted to the inside of the chaincase cover itself. Asked about a torque spec on it and a service guy was totally lost, had ZERO clue what I was talking about, yet they “did them all the time”.

your manual shows 144 - 156 in lbs … this equals 12 -13 ft lbs … still not sure where you got the 27 foot pounds

I mean makes sense, butnyou see how that’s confusing between figure 5-7 and 5-10? Primary chaincase sealing screws are 26-28lb ft, figure 5-10. Primary cover screws are 12-13lb ft and figure 5-7, thought that was derby cover?

After reading it over a few times I think you're right and I misread.

I think the other spec is for the inner primary housing to the "block" if you will correct?

Anyhow, moral of the story is a messed up and over-torqued; lesson learned and plan to back them off to proper torque until I get the bolt fixed this week.

I think the confusion stems from the way you are misinterpreting this page:

On the right side, under NOTES, 5-7, 5-10 etc. are not figure numbers. Those are page numbers where the procedure, and torque values are found.
