Any reason the tires could not be on the ground with a scissor jack keeping it level?

My bike pulls to the left. I have taken off both saddle bags and ridden on various roads and it still pulls to the left. Had several sets of matched tires , changed at the same time.
Any advice?

Not sure on a 2017 but on my 2008 road king the alignment is adjusted using the front stabilizer by engine mount for horizontal alignment and the top stabilizer connected between front cylinder head and frame near headtube for vertical alignment. If you have the HD service manual it's in the chassis>vehicle alignment section.
