This time I took pictures to pass onto the dealer who are dragging their heels on this one!
I very much get the impression that HD are going to call this water ingress and thus NOT fix it under warranty.
(I've also had this response from another Dealership).

sad truth they cant fix it as all these speedos are faulty from factory. They can install new one and same $hit will happen but yours is extreme case for real. I guess it was raining when they manufactured yours so it caught more mousture than the rest. Try to get dealer to replace it but you will most likely get this resolved by drilling holes after warranty will expire. Shame on HD

Almost two years since I had mine replaced with the newest version under warranty and not a hint of moisture, so theyre not all faulty.
Well I've been assured by the Sales guy that sold me the bike that this will be looked into on Monday but as far as a satisfactory outcome is concerned I'm not holding my breathe.
I'm not going to lets this go - I've already spoken to Citizens Advice and the next port of call will be the Trading Standards Office.

The holes took care of about 90% of my fogging. It still does it a bit if it's a cold, damp, but sunny day. Unfortunately, I'm left with streaks on the inside of the glass from past condensation episodes.
Like GalvTexGuy, my new model speedo that I got installed under warranty remains absolutely clear, clean and dry. The service manager forwarded my fogged picture to HD and they approved the change. FWIW I went to the same dealership as GalvTexGuy, San Jacinto HD in Pasadena. This after Republic HD in Sugar Land refused to submit it as a warranty claim. Guess where I go for service.
Just got back from another UK Harley Dealership (so that's 2 different franchise dealerships) and got the same response from both, that is, it's going to be VERY difficult/unlikely that it will be changed under Warranty
My warrantee replacement was worse than my original. I totally fixed it myself by drilling 2 TINY holes in the back. Don't drill 1/8(3mm) holes, that's just asking for it. Use a #60 (1mm). We're just trying to allow the atmospheric pressure to remain equal in and outside the gauge.
I got mine replaced for the same issue. I've had the new one for about a year. I've just been throwing a shirt or something over it when parked in direct sunlight.
I got my wife to work on sewing magnets into a UV protected microfiber towel, see how that works.
