Just got back from another UK Harley Dealership (so that's 2 different franchise dealerships) and got the same response from both, that is, it's going to be VERY difficult/unlikely that it will be changed under Warranty
Mine fogged up on day one. It was a brand new 2018 that was first put on the road April 2020. Talked with the service writer about the fogging. I had read about it here on the forum. He told me they would replace it one time but it will do it again. I couldn't see replacing it with the same thing. When Harley came out with a new speedometer, I had it replaced under warranty. It did not fog up.
If you can't find a dealer to help, I'd call them directly. Maybe some one at corporate will help you out.

Unfortunately, my bike was out of warranty before the upgraded speedometer was available.
I've heard various reports... Some say an updated/new speedo solved the problem for them. Others say they got the same results with an updated/new speedo. Can't say I've seen any solution (silver bullet) so far that motivates taking any action or incurring the expense. I just ignore it when it does it's thing. Usually it goes away on it's own in about an hour or so out on the bike. In the interim, I can still clearly see my speed which is the most important thing. The other stuff... If I really feel like I got to see it (rarely happens)... It can usually be made visible by blocking the sun with my hand.
Well alas my brand spanking 2022 with new model speedo did it too first time out this season. Was fine all the end of last year, and been ok since so who knows what on earth is going on. It's strange that it always seems to be above the digital display. I don't have a garage so my bike lives on the street under a cover - if that is a problem then someone hasn't quite got the idea of designing a vehicle for use outside in all kinds of weather ...they make for bloody expensive ornaments otherwise

This seems to be an intermittent problem that only happens under certain atmospheric conditions.
It might be worth taking pictures and going/sending them to the dealer if you're still under the H-D Originals Warranty (i.e. the standard 1 year warranty you get with a New bike).
You "may" get lucky.
It pi$$es me off that you spend Ł17K+ on a bike and you get a problem like this (this is the only bike I've ever had in over 40 years that has done this) that H-D know about (because why are there 2 revisions already) but are reluctant to fix under warranty - they seem to be pulling the "water ingress" card which is not covered under their Warranty.
Currently looking around to see if there is an aftermarket option - drawn a blank so far!
