Now you need to isolate if it is a voltage regulator issue or a stator issue.
First though check your connections to/from the voltage regulator, make sure they are tight.

The first thing is test battery as Coolbreeze shortcut says.
If that battery has a short, you risk damaging some pretty expensive parts like the stator and voltage regulator on pre BCM bikes. Your BCM has the smarts to protect itself, so don't kill that.
Now with a good checked battery, reading 12.6 to 13.1 after the surface charge from the maintance charger has worn off or killed it by keying on a minute and let headlight do it. (Don't start it). Key off.
Now kill the P1608 code. (There is threads on here on how to do that) Now start it and rev it to 2000 rpm with your DC volt meter on the maintenance charger leads.
What's it dropping to cranking?
What voltage do you have at 2000 rpm? (Voltage ckeck rpm)
Should be around 14... not over 15.
PS. A battery at 12 volts if your lucky to get more then a click is going to read a lot lower than 10. Put a picture of you volt meter on the bike maintenance charger leads on your next post.

I figured it must be the voltage regulator . I picked up a new one at the local Harley shop and installed. All good getting around 14 volts with engine running.
