If the code said bad water pump relay, I'd insist on a new water pump relay. Harley techs are notorious for passing the buck. Of course they couldn't replicate the problem, they rarely ride them! If need be, video a pik or the temp as it reaches high levels, talk to the GM or call Harley customer service. Trust me, I have been here many times before with techs. Or maybe, try another dealer?
OP “After some further investigation, I let the bike idle for 15 min in driveway”
A guy in my club let his 2014 Ultra Limited Wet Head idle like this. He thought it was OK because it had radiators. Well, he cooked the cylinders because its an air cooled motor and only the exhaust port are liquid cooled. It started burning oil because the rings were toast, and ended up needing a top end rebuild at 8k miles.
I rode in stop and go yesterday here in Fl, ambient was 91F, water temp got to 230. Once on the highway, it slowly returns to 210 or so, but once hot it is very slow to cool. I really dont have anything to compare with, so I dont know if that is good or bad. I may just ignore it
After some further investigation, I let the bike idle for 15 min in driveway and measured temps with a temp gauge gun where coolant goes into rear cyl head and where it exits front head and at no time did it go over 160 degrees where it exits and goes to the radiator. Meanwhile the gauge on the instrument pane went has high as 220.
Mean while the difference in the temp coming out and in to the radiator seems to be about 30 degrees. So it seems that this reading we are seeing on the dashboard are way out of line with what it really is.
So I will not be watching that gauge anymore,
While I do not know for sure, but HD has in the past used Engine Temperature for the gauges. If that is the case on your '24 model then that's going to be the difference, as coolant temperature has always been a separate reading just as head temperature is.
FYI, that temp on the screen is not the "coolant temp". It's the engine/head temp. I had mine on the dyno, hooked to the laptop, so I can monitor all the canbus engine info with the SE tuner. My engine temp was upwards of 270 degrees while working it hard, and the coolant temp, which is NOT displayed on the bike screen, was in the 130's.

from my Owners Manual:
Ride Info: The Ride Info widget (3) displays ambient temperature, date, average fuel mileage and coolant temperature.
2024 streetglide , have noticed that the coolant temps seem to run high, 190 to 213 and thats on a 65 degree day. Coolant level is right on the cold mark when engine is cold.
I can hear the fans kicking on and off, just not sure if this is normal for the new water cooled motor or not.
Yea on my 24 sometimes after I shut my bike off I hear pump or fan motor running for around 30 seconds. This is a new thing for me too. I figured it was normal.

I don't care what the manual says. Hook up your laptop to the SE tuner, and monitor the bike data. You will see then that there is an "engine temp" and "coolant temp". The engine temp is the one that matches the readout on the bike. If the coolant was getting to 280 degrees, it would be cooking out of the bike. Look at the symbol on your picture, vs the symbol on the bike. The picture shows a water symbol, the other pictures in this thread show an engine symbol...
