I'm gonna guess he means when the hi level signal converts to RCA out put...what is the voltage. I'm going to assume since these are based on PAC 35 (I think) converters they would have similar specs to those.

This is kinda hard to answer because they are adjustable and it depends on setting and source. You could turn them up enough to get something like 6 volts out but that would not really work correctly with the HD radio. We set them before shipping so that a normal 2014+ HD radio will start producing audible distortion at around 85% volume. This is to give you a smooth linear volume control response, as well as to get the most volume possible before distorting.
If using them with an amp that has adjustable gain it should usually work OK to leave our gain setting alone and adjust the amp gain like normal.
The Arc moto 600.4 has RCA inputs. They're pigtail connectors to the amp.

". If you are integrating into an OEM systems balanced or common ground line level signal you should not use these Pigtails. In this case it is recommended that you use an appropriate RCA cable with 1 set of ends removed as inputs for the amplifier"
so question is for install of the line levelers from BT speaker leads hook up to the line leveler and rca's run to input of amp? with one end cut off rca's ?
or am I completely off here?
Has anyone installed the line levelers on a arc moto 600.4, amp doesn't have rca inputs and was wondering how they hook up to amp

The high level (speaker) input leads that come with that amp have resisters soldered in to reduce the signal, the input on the amp is designed for a low level (RCA) input.
You can take a RCA cable and cut one end off and connected it between our part and the amp.
