I am liking this setup, how do I get a little more low end bass. at this setup it seems the volume is awesome clarity is good, but not much bass

I would try running your amp at a lower crossover point like 40Hz, 50hz, or 60hz till you get the low end you are wanting.
Or You can add another set set of 6x9's inside your bags wired like this diagram below. Two 4ohm speakers wired this way will give you a 2ohm load and your amp is capable of safely running without any issues, I am running my 6x9's like this but I don't have my amp crossed over(I have the same amp you have), I am running mine in full pass.

Unfortunately low end base is difficult on a motorcycle while riding. A bag mounted Subwoofer would help, but bass is all about SPL (moving air mass) that's what you feel when you get good bass. When you're going down the road the speakers (Even a sub for that matter) is fighting the wind and surrounding air to get that feeling in your chest and ears. Parked is another story if that's all your looking for. I look for that 100hz punchy bass and tune for that while riding. it is a snappy kind of bass that when is distortion free sounds good. I use a SMD Distortion detector to set my gains. It gives you the best possible settings right before distortion so you know what your limits are (riders on a motorcycle tend to over push their systems while riding because it's hard to hear distortion that well)

Do not do this unless you desperately want to blow your speakers. The VO6.5s have no business playing those frequencies and your 6x9s will distort quickly (then blow) at those same frequencies.
What am I missing? Dont the horns still need a hpf at 2500hz?
My Bad bro. When you said Bass Blockers I thought you were talking about something else. If you mean the Capacitors/Resistors that come with the horns. Then yes he will need those.
