The Stinger SPX 700, and the DB Moto WDX6 G2's are a decent choice in your budget. The Stinger will also be able to run your 6x9s in the lids.
I don't have 6x9's but have heard good things about the Mmats PA 690.cx.
I have a buddy that has just installed a set of the DB Moto WDX 69 along with a set of the WDX6 G2s, but I haven't had a chance to hear it yet.
I just put the WDX6 G2s and the Stinger in my bike along with some Mmats 601.cx in the lowers and it sounds great.

My buddy installed his 6.5" DB Moto WDX6's G2's straight into his 2015 Streetglide pods without any mods other than adding speaker wire. Mounted the Stinger on his existing amp tray. He did swap out his 5x7 speaker lids for 6x9's though.

What year is your bike Beau. My buddy installed his in a 2015 Streetglide. My bike is a 2005 Ultra. I used a Metra adapter on my bike for the DB Moto's in the fairing. The Mmats fit in my Lowe's without mods, just had to rotate them to a spot where the capacitor fit. Writing on speaker ends up on an angle but I'm fine with that. I also reused my modified JL audio grills for the lowers. Had to use the VTwin adapters to fit the Mmats in the rear pods, along wietth notching the old mounting ring on the inside of the tour pack pod to clear the oversized capacitor on the Mmats. All easy mods and well worth the effort. Ive heard they fit right into the June's tour pack pods and supposedly sound better, so that would also be an option.
Based on my buddies 2015, your bike should be the same. Straight drop in for the DB Moto WDX6 G2s into your fairing pods without any mods.
