How much oil did you put in on your oil change? sounds like you overfilled it

You may know this, you may not. (But it is a place to start.)
The service manual for my '98 FLHT says to check oil level:
"With the vehicle resting on the jiffy stand, wipe off the
dipstick and insert it back into the oil tank with the plug
pushed completely into the fill spout."

I run my TCs half quart low cold. But I doubt oil changing is causing you blow oil out. Even if the filet was problem, you replaced it. You said it is now low in stick, so it should stop if it was over filled.

How long have you had bike and how many miles?

Classic?????

I'll also guess at too much oil.
