Default Does this make sense?

I was told that if you have a maufacturers liscense that you can take the title from one bike/frame and swap it over to another. I was told this by a company who claims they can legally do this, you provide your frame, title and driver's liscense # Is this legal?

this is a direct email I got from them:

The frame exchange is an alteration and we have a manufacturers license.

The frame will not need to be re-registered but will still be the orginal make and model.

We do require a copy of the title, registration and your drivers license.

From state to state you never know.Most states you start out with a clean slate.NorthEast you need proof of ownership for engine, trans, frame,and front end.

I don't think I would want to send anyone a copy of my Title, Registration and Drivers License!! Too many "creative" things could be done with that information.

maybe I should just start completely fropm scratch that way I can keep all reciepts dont have to worry about a checking with DMV for dismantling, etc.

my last bike was custom built and titled as a special constuction. I was talking with a different builder about insurance on it and he told me that he could title it as a exotix cycle which can be found in the nada books and insurance would be cheaper. So I paid him a few hundred dollars and I got a new bike (new vin # and title) I don't know if it was legal (he said it was) but my insurance was cheaper. He was a registered exotix dealer and all the bikes he built were titled exotix so all he did was say that I traded him my special construction for one of his bikes.

I don't think it is that easy...I'm going through some similar headaches right now, and that has never been presented as an option.
