I have recently bought a '01 Low Rider with a 1450cc engine, should produce about 68 horsepower I think..?
Today I was cleaning my bike and noticed the frame had a sticker on the front and it says "25Kw version".
What the heck have I bought? Do Low Riders even come with a 25kw limit?
The frame has been modified by a previous owner, the front has been altered to allow for a longer fork.. but it is the original frame nevertheless.
I wouldn't go over the 25 kilowatt limit! I've never heard of anyone surpassing it so who knows what could happen! Lol! Probably just a custom sticker. Pic of sticker would help.

I believe Germany has multiple levels for different licenses and ages.
It's the same here.
A 15-year-old can ride a bike in Finland if it produces 25kw or less. When you turn 18 you can apply for a full licence with no limits.
That's what made me fear I had bought some sort of weird toned-down version of a Dyna Low Rider. I mean I paid big bucks for a full powered bike.
But my brain tells me something like that would never roll out from a Harley-Davidson factory, and even if it did, they would make kiddie versions of a Sportster, not a 1450cc Low Rider.

Yeah, odd label but I wouldn't worry too much about it. I don't think it's possible to strangle an 88ci engine down to 25kW even if you tried. Of course, running without an exhaust pipe as in your photo would be a start. Maybe Harley misread the restrictions and meant "over 25kW"?
I just did a quick search and Harley has a kit for 2007 and up models that reduce the power to 25Kw. Search for J03947 kit.
In the instructions it shows a restrictor plate behind the efi. It was most likely done the same way with carbed bikes so odds are someone took that plate out years ago.

Mine is a 2001 so it shouldn't have that restrictor..? And if I understood correctly, that kit was designed for Sportsters only.
But yeah, if anything like this was on the bike it would probably have been removed.
I have a theory on the 25kw tag.. Maybe some European market Sportsters were actually restricted to produce 25kw and the same sticker was simply slapped on every European bike at that time. And the sticker doesn't imply that the bike itself was the 25kw version, but that if it was, it would produce x desibels of noise.
