Use Grade 8 bolts and DO NOT use anything shorter than the HD bolts, The only time I have had an issue with pulley bolts was because they were slightly shorter and the ability to "wobble" was what caused the failure.
There are few places to cut corners... this is not one of them. You can also get grade 8, with predrilled heads for safety wire.
Both used a lot in aircraft, both work good. I'd still use a drop of red loctite with them; even "tight" safety wire can stretch enough to lose some torque; but it should prevent the damage that happens when a bolt head hits the swingarm. I've never seen a bolt back off with a locking tab; only downside to that is you don't want to re-use the locking tab. Still cheap insurance.
