I am running a 21"x3.25" on a wide glide hub with the 120/70. I think the 120 can even go on a 3.5".

I'd also bet it could fit the 3.5" wheel.

I swapped trees on my Street Bob. But you could always just get a 23" hoop and new spokes laced to your stock hub. Here's my 23"x17 combo. It's a work in progress.
Also you can get a 23" fender blank from Russ Wernimont for about $150 and cut your own fender out if it. That's my plan.

I went to Fat Bob trees because I love the wider front end, plus when you throw a Fat Boy headlight on it looks perfect. Also put in the Progressive Drop In kit. Lowered in 1" with the kit and drop the trees down on the tubes 1/2". So got a total of 1.5" lowered up front and Progressive 11" 430 shocks.
