Default ? starter drive

Putting my buds '01 low inner primary back together and noticed the starter drive/jackshaft is always engaged. Is this correct? On my '08 Dyna it is recessed until you engage the starter. Never noticed this before and need some experienced help. Thanks in advance.

don't know on the 01 but my brother in law 04 the starter gear is retracted and not in constant contact like you describe. Did you forget a space behind the clutch basket? Does the primary chain line up with the compensator teeth?

Thanks for the reply, I took it apart and found the spring behind the gear wasn't seated properly. My fault.
