Can a stock 103 TC, non-HO, like on a 2016 Street Bob, benefit from adding a SC255 cam WITHOUT CHANGING the CPU, air cleaner, exhaust? If you have to change the CPU, is there a flash download from Harley or would you need a separate Power Commander?
Harley has a flash but it is going to be for air cleaner and exhaust as well. Do yourself and favor and do it all at one time and get it dynotuned with whatever good tuner you feel comfortable with (I.e. Not a Fuelpak)
Why not go SE-204 cams or try to get some slightly used or new take off HO Rushmore cams.
Both are a better choice of cams for a light Bike like the Street Bob, TCs should run 2000 RPM
or more 95% of the time. The 255 are a low RPM Torque Cam designed for touring Bikes. IMO
If you would like to stay with the SE line-up as far as the cams go, the SE-211 is not a bad choice. All though they don't really hit there maximum performance until they get a little bump in compression. If you want to go that far.

Well, I'm trying to avoid all the noise and the cost, especially dyno tuning. Is FuelPak the Harley product? If you get a flash, you shouldn't need a Fuelpak. I think dyno tuning is like $400/$800.
I don't mind something like SE slip-ons. They're pretty quiet. I don't know where I'd get used cams unless eBay.
Fuelpak is a Vance & Hines product. The download is a one shot deal from the dealer you should avoid since the bike will still run lean and you won't be able to make changes, especially if you do some upgrades in the future.
Get a good tuner and get it on a dyno. A better alternative to the Fulepak is the Powervision.
