Is it set correctly - only jacking the bike up and checking fall away will tell for certain
You could jack it up and shake the forks - but unless you know what is correct - this won't tell you much

yup, normal.
I read that you can't do the fallaway test without unhooking the cables. You can get a good idea but the cables can skew a measurement with resistance or pull.
