You don't need a Jack to re install. Put a long zip tie through the nut, pass the zip tie up around the tire and find the hole. Pull it through, put on the clip.

Exactly what I did with a length of 14 gauge Cable with a Knot got in my Drawer with other special tools for certain jobs that rarely occur , just in case need it again for mine or another's Ride.. Dyna is not the only Bike that has this problem .. Also happened on my 04 Heritage which was a bit harder to do but all of them have the same principal for reinstall ..

I also took a piece of 18 gauge wire and pulled the bolt up with that from underneath the fender without removing it. Worked like a charm and took about 5 mins. The way that bolt seats is bad though, once that plastic retaining clip is on, its still so loose. I'm already thinking if I don't keep checking the thumb tight screw, I'm going to lose it again. I think i'm going to put some blue Loctite on the thumb screw, just to be safe.
