Make sure you are checking it properly.
- remove dip stick
- wipe it off
- reinstall dipstick...and screw it all the way in.
- remove it carefully, and take the reading at the proper scale for "on jiffy stand" or "vertical" as appropriate.

Also, keep in mind that the "Full" mark indicates the correct level at full operating temperature, on the side stand. You can check it cold (which is easier), but keep in mind that roughly halfway between "Add" and "Full" will be about full when warmed up fully (at least on mine).
If you're checking it cold, it may not actually be quite as low as you think...
