Question 2005 Dyna Super Glide 88

I just bought my first bike ever...YAY, but I wanted to finally check the oil and start being my own mechanic, well I did this (pictured)

I am pretty sure this is to my dip stick, but the cap pulled off and left a rubber mounting on itself...
. So my question to ya'll is. Is this safe, how can I check my damn oil before I mess something up (yes I am a noob HAHA point and stare) also is there a way to get this back on it? It isn't machined to have threads it seems to just be a cap. Sorry for the picture this is best I can do with what I have. Thank you all ahead of time.

It’s just a cap yes .. pull the rubber out with your fingers . It’s kind of stubborn . Super glue back on or buy a new one .
I just started a forum on oil change for my new (to me) 2005 Dyna super glide 88. I just got it as well

That's pretty common. Clean the inside of the cap and the top of the plug with mineral spirits and squirt a little dab (pea size) of gasket sealant or weather strip adhesive on the top of the plug and smoosh it back together (off the bike is best, cover the fill hole with foil). The adhesive should spread out to at least quarter size. Let it sit several days to cure before trying to twist or pull the cap.

Congrats on your purchase! There are still a few of us 88 riders hanging on.

It's in your head. I don't have a tach (yet) either, but the ignition does have a rev limiter to protect the engine. I'm not sure what the cruise RPM is. It's in the owners manual, but I haven't looked at mine in years. I think it's spinning around 3000 at 65mph. Red line is like 5500-6000.
