Looks like a previous owner put some goo on there for some reason. How long have you had the bike? The wires don't look overheated and can't see any insulation peeling off. Id inspect it really close and if I didn't find any insulation issue I'd ignore it. Option B is rewind it yourself.
It's 04 dyna with 60k miles. I got it last year with 48k. I don't know if it's original stator or not. Some say the stators come with silicone on coils right where wires connect and go out through inner primary to regulator, but all the pics of new stators i see are clean with nothing on those coils.
I can only assume your in there because you have been having issues. Replace it. Even of you haven't been having issues you probably will soon. It would suck to have to rip it down again after a month or so of riding.
, Even if it`s some kind of "goop", there should never be anything in that area and all of the windings should look as pretty as the rest of them do now. Anything that gets on the windings will cause them to heat abnormally and run the risk of shorting out and causing an open circuit. That would render the starter inoperative.
Actually that doesn't look like a HD stator so I'd say it's already been replaced before you got it. I know one thing, if it doesn't stink to high heaven it's not burnt out & that one looks fairly fresh because the primary oil turns them dark as the one in the other pic, your call, but I'd run it.
Has continuity and is within spec when measured with an ohmmeter ?
Makes 20 volts AC per 1000 rpm ?
Will make 14 - 15 volts under load without spiking above that when the load is removed ? , does that and .. makes the rated current as shown in the service manual when tested with a proper load tester that can measure current.
This is how to properly test a charging system , excluding a few other checks for the regulator ( visual and measured)
If the stator in question passes all of these test's then , most certainly go ahead and keep using it

If the goop is where the wires come off the stator, and it looks like it is, then it's likely it belongs there. If it doesn't smell bad and it tests OK then leave it alone.
(Likely the three fingered do-hickey in the other photo is a strain relief, too.)
