Default Help Wanted - Way Kool Shock Mounts

I just bought a set of these shock mounts and it has four bolts and three nuts. I know the lower left (pulley side) shock bolt gets a nut, but where do you suppose the other two go? This kit has no instructions.

On my 2016 streetbob the (2) top shock mounts and drive side lower mount gets a nut and the lower brake side threads into the swing arm

Okay so maybe they're made for multiple years hence the extra nuts.

Yeah, spare parts. I once bought a headstock bearing set from All ***** that came with 3 bearings. They told me it was cheaper to send all three and answer questions like mine than to deal with customers who ordered the wrong kit.
