Really for your application it can be as simple as this ... subtract the fork tube center-to-center dimension of new wideglide Trees from your original narrowglide trees (they are 7") and then divide by 2 ... that's the dimension you reference to make all the associated parts.
For example, the Harley "Wide glide" dimension can be a few different sizes (or any custom size if you're making all the parts), but let's use the evo softail custom (FXSTC) you reference.
That has 9-7/8" Tube centers ... so 9-7/8" - 7" = 2-7/8" ÷ 2 = 1-7/16 (1.4375" or 36.51mm)
In that example 1-7/16 (1.4375" or 36.51mm) would be your Rotor spacers, Fender spacers, and the dimension you would add to your existing wheel spacer lengths** (**the Right -side wheel spacer length would really depend on how they made the longer axle's "shoulder").
But all that aside, if they made all the parts correctly (Big "IF"), the length of your fender spacers is what the the Rotor spacer width should be ... YMMV
