Default Passenger peg mounting brackets

I’ve been slowly getting the 2005 Super Glide I bought a few weeks ago back to what I want it to be. The PO had removed to passenger pegs and the mounting brackets and put a solo seat on it making it a one person bike.
My Missus doesn’t ride often but when she wants to go I want to be able to slap the two up seat on and hit the road.
But I’ve run into an issue that I could use some help with. The left side passenger peg mounts to a bracket that goes under the belt and bolts to the underside of the frame. When I put it in place and tighten the bolt down the whole assembly moves about a 1/8 to 1/4 of an inch. Everything seems to be tight and the bolt is screwed in as far as possible but it still wiggles a bit. I don’t remember my 02 Super Glide having movement in the passenger pegs so I’m assuming it’s not normal. What gives?

No movement in my left peg mount. Maybe the mating surfaces are not flat together. What do the two mating surface look like? Never had mine off so I don't know.

Its part #30 on the diagram below. The round end slides into a bracket on the frame then the bolt (part #2) holds it in place.

Or is the thread open on the other end? May have crap in there preventing the bolt from going all the way in. A ice pick or similar tool stuck in there to loosen the stuff and then a little air nozzle action should clean it out.

Or, one bolt is longer than the other, switch bolts, lol. It's definitely something simple. We've all gone thru it.

Okay Bubba, here's what I have;
No movement while bolted
Bolt was very tight. Needed a break over bar 3/8 drive allen head socket
Bolt flange was welded to #30
#30 had a lot of flop with bolt out.
Bolt hole is open all the way through
After re-install, all is tight
Picture of bolt attached

Check if the bolt flange on #30 is not bent and mating surface between bolt flange and frame is clean and flat.
Check if bolt will screw in to frame itself without #30
Hit me up for anything else.

Aha. I think I see what the problem is. The bolt the PO has with #30 isn’t like yours. It’s a torx head and the threads stop about 1/8 inch from the head and it looks like it’s about twice as long as yours.
It threads all the way down tight but it’s evidently not seating tight due to the bolt not being threaded all the way up.
Im gonna run over to the dealership and grab one and see if that solves the problem.
