The top clamp from an 09FXDL shoud be what you are looking for. Probably will be chromed.

I believe the part number for the Low Rider top handlebar clamp is 59786-06. You'll have to make sure it fits your risers or change to risers that do fit the clamp, or modify the clamp.
It has been a frustration for Low Rider owners wanting to change risers and bar clamps, many threads on the subject. Here's one (of many):

At one time I had considered replacing the stock speedo with one of the speedo/tach combos available, then remove the stock tach and insert a blank filler with a cutout for the indicator lights. Pricey option, wasn't a priority so I never went that route.
