If you bought the right tool bag, it has two buckles coming out the back side, the buckles adjust inside the bag. Below yer voltage regulator you can put the buckles around the down tubes of the frame where the bag hangs down toward the ground. Its a good place for it and its out of the way. It just gits more dirt on the outside of the bag.
Don't look at the bag on my forks. Look at the bag hanging from my frame. This is about the best place to put a tool bag. Don't worry about it gittin in the way. You will never notise it there.
