Its in the top handlebar clamp bolts. Almost every H-D I see at the dealerships, the bars are tweaked to the right. Loosen and give the bars a twist in the direction they need to go. It will align itself. Retighten bar bolts. If it makes you sleep better at night, retorque the riser bolts too. Good luck. My '07 WG was the same way when I bought it.
There's just enough advice here...that you have to be careful. I finally took my bike to dealer to get bars realigned. Left to right.
First...that alignment is not via way of the 3/4 bolts on the bottom of the risers...NOT THE HEX nuts on the top. There is no thread lock on those bolts....
The dealer...says he has to install new rubber bushings on the risers to correct the problem. But ...the left/right alignment is done by losening the risers from below...NOT above...
All of my work is being done via of the dealer under warrenty.....For those who replied...thanks for the responses....even the wrong ones...LOL....the hex nuts on top....have nothing to do with left right orientation. They are for pushing the bars foward and pulling them back.....

Funny, even after changing to poly bushings the bars were still misaligned to the right, and no matter how I adjusted the bottom riser bolts (as you describe above), nothing worked. Wasn't until I loosened the top cap (clamp) allen bolts, twisted bars to the correct position and re-tightened clamp bolts did the problem get fixed. This was later confirmed by a local indy shop as the correct method to fix misaligned bars, who I would trust long before a dealer that lets a bike out of the showroom with misaligned bars!!!!!!!! Just my experience, clearly yours may differ.
