I took my bike to the dealer to program my fab to the HFSM I bought off e bay. That's all I wanted them to do. They say without the pin to that HFSM there is nothing they can do. Even though they spent 8 hrs trying they said and I owe them $500 with nothing done. Then they said I can just give them the pink slip to my bike for the work and they will call it good!!!!! That's when I realized I made a mistake even messing with this shop. I have at least $15,000 into this bike and over a security mod they have the nuts to tell me I can just give them my bike! Such a bad experience. If they can't fix it why do they want it? I will figure it out on my own. I think I need another HFSM WITH FAB THAT GO TO IT. OR EVEN JUST A TSM. AND DO WITHOUT THE FAB. Just have a key. I live in Humboldt county in Northern California. I don't need the security. I mean my bike was stolen that's what got me in this mess. But it was my ex girlfriend who had it stolen. It wasn't hard to get back. I got locked up and was able to get it back from in jail. It just took a little to long and the tweak bags thought they could fix there problem of no key or fab by taking the HFSM apart. So here I am it's been a long frustrating road since that happened.

Not 5 Min after I gave this place $477 I went out to get my bike and was told that I was in a customer only zone and told I had to wait out front. Shasta Harley Davidson in Redding California is the worst Harley dealership in the whole line of Harley dealerships ever I highly recommend to never take your bike there! Told me to my face they couldn't do something that shows how to do in the service manual. I don't get how it took 2 1/2 months to configure that lie.
Do you mean a TSSM cannot be password learned to an ECM if it's security is activated, and/or a TSSM cannot be password learned to an ECM if the old TSSM it is replacing is activated...?

Just saw this - the TSSM must be disarmed for password learn. It's been a looooong time since I played with one that was armed and swapping TSSM. HD used to tell us that the ECM and TSSM had to be replaced if it was armed and code unknown/fobs lost, but I would test that theory by starting with an unarmed TSSM. @Steve Cole may be able to clarify if an ECM must be replaced if the TSSM was armed and cannot be unlocked.
