I would like to drop the front of my low rider 1/4"-1/2". Is that possible or do I have to drop an inch?

sure, just slide the fork tubes up in the trees that amount you want. i have mine up an inch to match my inch lowering blocks in the rear.

i know tons of guys here that have done it and yes for that small of an amount its no prob. the only unsafe stuff would be if you dropped it alot and then for fender would hit the bottom tree, but thats alot of drop plus you can start to throw your trail off but honestly ive had mine that way for more than 20k and have ridin mtn rodes fast 80+ corners and stuff its safe. just make sure there both the same and that you torque them back to spec. i dont know the torq. i just give them all i have pretty much till i think its going to strip or break. im no docter but this is a cheap easy way to get what you want.
