K&N probably does but it isn't going to give you the same performance as replacing the entire A/C. It should help some. I put K&N's in all my 4 wheeled vehicles. It does seem to make a difference but only slight.
I put the SE stage 1 A/C on my '08 FXDC, and was easy as pie to put on. I have a three year old daughter, and some of the toys I've put together for her were more difficult! It'll run you about $150, depending on taxes and all that jazz. If you're going to put something like that on your bike, you'll want a fuel management system to richen your mixture up though. Your bike (stock), already runs lean, so letting more air into the mixture will only make it runeven leaner (is that a word, or is it suppose to be more lean???)...
I assume the 08 low rider has the same teardrop style cover as my 08 super glide. If so get on ebay or one of our sponsors and get a ness big sucker.
Very clean install, you lose the original backing plate but the stock outer cover goes right on with the original bolt in the center. Looks dead stock from 4 feet.
edit: the ness element looks just like k&n material
