Default Cockeyed bars

Is it normal for handlebars on 08 S/G to be crooked on the mounts? I noticedlooking at them on sat they were further back on left side. They also seem a little loose don't know if it's because they are rubber mounted or not dealer said they didn't know either . Also noticed if I locked forks I could straighten bars by pulling forward on left side. Any help would be appreciated since bikes are new to me still, cars come easy.

Thanks for the help first chance I get I will change them out. This is probably the best forum out there just wonder how fellow riders from central il are here.
