The stock FXD 100/90-19 (or 3.25/3.50 inch) tire yields a combined wheel/tire diameter of about 26.0 inches.
With only a 0.25 inch radius difference between these two tires there may be enough clearance with the stock fender. Esthetically though, a different fender would be in order.
The simplest approach would be to use an aftermarket vendor for the wheel and fender, that would allow you to use your current forks, sliders, brakes, and axle.
On the 2008 bikes the FXDWG has a 34 degree rake, all the other models have a 29 degree rake. With both wheel/tire combinations being very nearly identical in diameter, putting FXDWG forks on a FXD would raise the front of the bike. You would need to decide if lowering the rear of the bike, in addition to raising the front of the bike, is the look you are going after.
I was wondering what all I need to be looking for to put a 21 front wheel on my low rider? like, do I need to change my forks and triple trees at all?
