Default baffles, no baffles, or torque cones

I just got my new Samson Ground pounders today. They are an older left over model with separate heat shields. If I am correct the new ones have the heat shields attached. My question is should I let them with out baffles, put the mini 4" baffles in them, or put torque cones in them? I am in PA so baffles are required but it isn't hard to swap a set of pipes for inspection once a year. my bike is a 1995 wide glide, S&S intake, carb and ignition, and also an EV 27 cam. Any opinions or experiance is greatly appreciated. Thanks
