I have found that companies out there will take certin bars and wire them up. Wiring the bars is not the hard part. If you buy bars already wired up then you still have to take the plug apart to attatch the wires to the stock plug. Putting the wires inside the bars is the easy part. They make kits out there to plug and play so you do not have to cut and splice. You can find these kits from hdbikeparts.com and 16" ape hangers with cables and everything. That company nows a lot and can walk you through the process. I have never herd of them sending the wrong length cables and wiring.
