When you turn the switch to 'Ignition' the PCIII should light up.

The bike can't run without the fuel pump. The fuel pump runs off the ignition switch, so when the ignition switch is in the right position the fuel pump pressurizes and the PCIII comes on. ????

Correct. But if the bike isn't started before the fuel pump shuts off, the PClll will lose power again until the starter is energized - then it has to power up causing a delay in starting. That's why you start the bike before the fuel pump shuts off - no delay.
