Make sure the throttle lock is not screwed in....
Make sure the throttle snaps back closed when you release it, in all positions.
Like just normal motorcycle throttle safety stuff....

Edit: FI wom't make any difference, because there's still a throttle-body to contend with.
It's not fly-by-wire....
check. check. and... check.

gut tells me it has to do with the cobra fi2000r system the dealer installed when i first got the bike. not sure why they didn't go with V & H Fuel Pack. guess i will find out soon as the weather gets better (eff'n rain!).

Sounds wierd never heard or seenthat. Does it do it when you came to a stop at a light? How about cables maybe return is to tight did any one change your grips?

it's a tough one to explain, but i think the revving up mostly occurs when i pull in on the clutch. i was really thrown for a loop when i was on a parkway on a nice curve. i let go of the throttle to slow down and it didn't feel very responsive, so i decided to downshift. i pulled in the clutch (no twist on throttle and have not downshifted yet) and i can swear the engine was revving up. i started to feel like i was going to loose control. after making it through the curve, i just chalked it up as part of the thrill of riding... and maybe because my windshield was off and that i am getting too old to not have one.

this was 2 weeks ago. i have been paying more attention to this and it does seem to be something is going on. i'm sure it trying to explain this to the dealer will just be a simple task.

They will tell you its normal I am sure, but sounds dangerous. Thats not the thrill of riding thats the thrill of dying only problem is you can only do it once

just a question have you done any work to the controls like swaped them out or changed bars to a differnt size but not the cables ?

Do you have a vance and hines fuel pack on it? If, so check mode 21 and make sure throttle is reading 0 when closed, 50 at half way and 99 when wide open.

This one could have gone either way, thus the two option answer. The first answer was directly related to the question. The only assumption I made was that he may not have any experience with vehicles with a clutch, it's not that odd anymore.

The only bashing that was done was in his reply to me.
I'll atempt to be more sensitive to everyone's feeling in the future. NOT!!!

I have a 2008 Dyna Super Glide Custom six speed and I have been noticing when I go to shift up a gear I will let off the throttle and pull the clutch in and when this goes on you can hear the engine reving up before I go and give it some throttle? Could this be from pulling the clutch in all the way? Or should I just go to the friction line and shift gears?
How many miles are on the bike?

When it's new the cables will stretch some and/or may not be lubricated well from the factory.

Before my 1K service, my throtte was starting to stick a little (not returning fully). After the service it was fine.
