We have progressives on the low rider- 11". We have already figured out we should go back to 12.5", which is fine. However, now I want to know what everyone thinks about what type of shock will be best - I don't want to spend a ton of money if it is not worth it.

I guess you have Progressive 412, Prog 440, and the Arnott air ride system - representing 3 price levels.

Anybody have any recommendations? I really want to improve my ride.... it is pretty rough with some bottoming out right now.

I just put Heavy Duty 412's on my Wide Glide and am VERY happy with the difference they have made over stock. \\; We ride 2up as well and fully loaded I imagine we are around 350. \\; I bought the stock height 12.6" and set them on the 3rd click adjustment.
They certainly make the lousy roads around here feel smoother. \\; I found mine on ebay from Eastern Performance.
Make it a third for 412 HD's. \\; The key there is "HD". \\; Progressive recommends HD shocks if your usual total riding weight is at or above 200 lbs. \\; I top that by myself and then the wife can add another dainty 110 pounds. \\; We total out at around 350 pounds and then add a little more for the heavier seat and sissy bar I have to use with her. \\; Still, I found my comfortable preload setting at 2 for solo and 2 up with NO bottoming out. \\; I still have a couple more clicks to use if needed. \\; My ride and handling is much better over stock.
Again, I agree with SK8ROD as done so on an earlier post. \\; As far as Ohlins being the best, there are two which fight every weekend to prove their point. \\; Ohlins &\\; Penske. \\; As far as a remote goes, once you separate the oil with a separator piston from the nitrogen and remove the nitrogen and some oil by using a "dog bone" or a SS hose, it performers much better than the emulsified system. \\; Add much better duel metering valving (more costly) of higher quality and there is nothing better on the planet for Harley's in any sense of the conversation. \\; Nothing! \\; Once you custom re-spring and re-valve to your exact specifications &\\; riding style, it gets even better in every sense of the word. \\; How do I know? \\; I am the person (along with Eric Gray) who developed the Pensky's for these HD's and also a certified service center for both Penske &\\; Ohlins. \\; Both Progressive and Works have no place in the same conversation with best or even fair suspension. \\; Once you know the difference and do your research, you will know for yourself. \\; This is a friend of mine riding the FXR.

one thing here... if you decide to increase your travel go to 12" not 12.5"... 12' are standard lowrider height 12.5 is the superglide/custom.

So assuming that Ohlins and your "Penskys" are the "best", and according to your above quote, the Works and Progressive are not even considered to be "fair", then what would you consider a "fair" performing shock?
